Last Chance for Comments on “Manlift” Regulation

September 15, 2004 • Friday, September 17 is the last day comments may be submitted to OSHA concerning its proposal to extend the Office of Management and Budget's approval of the information collection requirements contained in the standard on “manlifts” (29 CFR 1910.68(e)). The purpose of the requirement is to reduce an employee's risk of death or serious injury by ensuring that aerial work platforms are in safe operating conditions. Comments may be submitted as a hard copy, a fax, or by electronic submission.

 

OSHA 29 CFR 1910.68(e) requires that each aerial work platform be inspected at least once every 30 days, and a certification record of the inspection must be made upon completion of the inspection. The record must contain the date of the inspection, the signature of the person who performed the inspection, and the serial number or other identifier of the machine. This record provides assurance to employers, employees, and compliance officers that each aerial work platform was inspected, as required by the standard. Inspections are made to keep equipment in safe operating condition, which prevents failures. These records also provide the most efficient means for compliance officers to determine that an employer is complying with the standard.

 

OSHA is particularly interested in comments on the following issues:

 

  • Whether the proposed information collection requirements are necessary for the proper performance of the Agency's functions, including whether the information is useful;
  • The accuracy of OSHA's estimate of the burden (time and costs) of the information-collection requirements, including the validity of the methodology and assumptions used;
  • The quality, utility, and clarity of the information collected; and
  • Ways to minimize the burden on employers who must comply, for example, by using automated or other technological information collection and transmission techniques.

Fax: Submit 10 or fewer pages identified with Docket No. ICR-1218-0226(2004) to the OSHA Docket Office at 202-693-1648; hard copies are not required. Additional materials, such as studies and journal articles, may be submitted to the OSHA Docket Office in triplicate hard copy with the sender's name, date, subject, and docket number, so the Agency can attach it to the appropriate comments.
